The purpose of an evaluation is to find the best terms and conditions or the success factor leading to the cost effectiveness of an investment on high quality pellet organic fertilizer. The results of the study would be used as a guideline for the construction of the fertilizer plants. The total investment costs of this project are 1.42 million baht, including the expense of pre-operational management, land, building, machineries, the utility system and a revolving fund. The full capacity of production is 4,000 bags (1 bag=50Kg.) a year and the cost per bag is 313.22 baht. The market price should be 400 baht per bag, which will give the total income of 1.60 million baht a year. At this production capacity, the investor does not need a financial supporter as the project can yield the average financial internal rate of return (FIRR) at 15 percent annually throughout 5 years. The pay-back period is within 4.87 years which is higher than the 8 percent interest rate of long-term loan. It indicates that the project is feasible and cost effective for investment. In running the project, it is necessary to provide an investor with advice and other supports such as management skills, skills in maintenance of machineries, investment fund sources, and marketing.สาระสังเขป: โครงการประเมินผลการดำเนินงานโครงการถ่ายทอดเทคโนโลยีของ วว. ได้เลือกประเมินโครงการหนึ่งอำเภอหนึ่งโรงปุ๋ย ซึ่งเป็นโครงการที่ได้ดำเนินการก่อสร้างโรงปุ๋ยไปแล้วจำนวน 298 โรงทั่วประเทศ โดยจะทำการศึกษาหารูปแบบที่เหมาะสม หรือเงื่อนไขความสำเร็จที่นำไปสู่ความคุ้มค่าของการลงทุนผลิตปุ๋ยอินทรีย์อัดเม็ดคุณภาพสูง เพื่อนำผลการศึกษานี้ไปใช้ในการผลักดันโรงงานปุ๋ย ซึ่งได้สร้างไว้ดังกล่าว ผลการศึกษา คือ โครงการลงทุนในโรงานผลิตปุ๋ยอินทรีย์อัดเม็ดคุณภาพสูง มีความต้องการเงินลงทุนรวมทั้งสิ้นประมาณ 1.42 ล้านบาท ในจำนวนนี้ประกอบด้วย ค่าใช้จ่ายก่อนดำเนินการ ที่ดิน เครื่องจักร และอุปกรณ์ อาคารโรงงานและสำนักงาน และเงินทุนหมุนเวียน ณ ระดับการผลิตเต็มที่ 4,000 กระสอบ/ปี ความจุกระสอบละ 50 กิโลกรัม จะมีต้นทุนการผลิตต่อกระสอบ เท่ากับกระสอบละ 313.22 บาท มีรายได้จากการการขายปลีกกระสอบละ 400 บาท หรือมีรายได้รวมปีละ 1.60 ล้านบาท โครงการจะให้ผลตอบแทนภายในด้านการเงินของโครงการ (FIRR) ตลอดอายุโครงการ 5 ปี อัตราเฉลี่ยร้อยละ 15.00 มีระยะเวลาคืนทุน 4.87 ปี ซึ่งเป็นอัตราที่สูงกว่าอัตราดอกเบี้ยเงินกู้ระยะยาว คือ ร้อยละ 8 ต่อปี โครงการจึงมีความเหมาะสมและคุ้มค่าในการลงทุน นอกจากนี้ โครงการยังควรได้รับการแนะนำและได้รับการช่วยเหลือในด้านอื่นๆ เช่น ความรู้ในการบริหารจัดการ การซ่อมแซมเครื่องจักรอุปกรณ์ การหาแหล่งเงินทุน และการตลาด เป็นต้น
