Building), Expert Center of Innovative Herbal Products (InnoHerb), Thailand Institute of
Scientific and Technological Research (TISTR) is used for performing efficacy testing and
safety evaluation. A study in animal models is a key process for health and medical
product developments including innovative and self-supporting health products which
is set as the policy for driving the national economy and supporting entrepreneurs in
order to improve the product quality. Annually, the building facility has capacity to
support at least 100 studies and tests from both inside and outside TISTR and both
public and private sectors.
This project aimed to develop and raise national standards for animal
husbandry and use for scientific purposes with integrity and ethics. The main activities
of the project were to maintain, improve, and repair the air conditioning systems as
well as to manage clean particle-free air inside the animal room. In order to work
efficiently, the quarantine room for acclimatizing animals was accomplished to comply
with the standards of animal husbandry and use. Then, InnoHerb applied for AAALAC
International standard certification.
This organization provides international accreditation for laboratory animal
care. TISTR received full accreditation on November 2, 2018, which is the 9th agency
in Thailand. Meanwhile, the national standard in animal husbandry and laboratory use
was provided to TISTR on January 1, 2019 from the National Research Council of
Thailand (NRCT).
After receiving certifications for both national and international standards in
animal husbandry and laboratory use, InnoHerb is in the process of certification for the ISO / IEC 17025 standard in cell culture laboratory test and registration request as a
service provider for safety testing on health products in accordance with OECD GLP
guidelines of toxicology studies. TISTR realizes that accuracy and reliability of the test
results will increase competitive capacity of the industry, reduce the cost of product
testing abroad, and improve entrepreneurial ability in both domestic and international
markets.
สาระสังเขป: อาารเภสัชวิทยาและพิษวิทยา (อาคารสัตว์ทดลอง) ภายใต้การดำเนินงานของ ศูนย์เชี่ยวชาญนวัตกรรมผลิตภัณฑ์สมุนไพร (ศนส.) สถาบันวิจัยวิทยาศาสตร์และเทคโนโลยีแห่งประเทศไทย (วว.) ดำเนินการทดสอบประสิทธิภาพและการประเมินความปลอดภัยในสัตว์ทดลองก่อนการศึกษาจริงในคน (Pre-clinical study) เนื่องจากการศึกษาในสัตว์ทดลอง เป็นส่วนหนึ่งของกระบวนการวิจัยพัฒนาผลิตภัณฑ์สุขภาพ และคผลิตภัณฑ์ทางการแพทย์ต่าง ๆ ที่เป็นงานสร้างนวัตกรรม หรือการพึ่งพาตนเองได้จากการผลิตภายในประเทศ อันเป็นนโยบายที่รัฐบาลมุ่งเน้นเพื่อใช้ขับเคลื่อนเศรษฐกิจของประเทศในขณะนี้ อีกทั้งยังเป็นการสนับสนุนผู้ประกอบการในการยกระดับคุณภาพของผลิตภัณฑ์ ซึ่งในแต่ละปีอาคารสัตว์ทดลองมีศักยภาพในการรองรับงานวิจัยและงานทดสอบไม่น้อยกว่า 100 งาน จากหน่วยงานภายใน วว. และภายนอกทั้งภาครัฐและเอกชน โดยกิจกรรมหลักของโครงการนี้คือ การบำรุงรักษา ปรับปรุงและซ่อมแซมระบบปรับอากาศ รวมถึงการควบคุมสภาวะอากาศปลอดเชื้อภายในอาคารสัตว์ทดลอง เพื่อให้ทำงานได้อย่างมีประสิทธิภาพ นอกจากนี้ยังดำเนินการปรับปรุงห้องพักและกักกันสัตว์ เพื่อให้สอดคล้องตามมาตรฐานการเลี้ยงและใช้สัตว์ทดลอง ซึ่งกิจกรรมดังกล่าวแล้วเสร็จภายในระยะเวลาที่กำหนด
จากการเตรียมความพร้อมดังกล่าวข้างต้น ศนส. ได้ยื่นขอรับรองมาตรฐาน AAALAC International ซึ่งเป็นองค์กรที่ให้การรับรองมาตรฐานโปรแกรมการดูแลและการใช้สัตว์ทดลองในระดับสากล และได้รับการรับรองในระดับ Full Accreditation เมื่อวันที่ 2 พฤศจิกายน 2561 ซึ่งเป็นหน่วยงานลำดับที่ 9 ของประเทศไทยที่ได้รับการรับรองมาตรฐาน นอกจากมาตรฐาน AAALAC International ศนส. ได้ยื่นขอรับรองมาตรฐานคณะกรรมการกำกับดูแลการเลี้ยงและการใช้สัตว์เพื่องานทางวิทยาศาสตร์ (มคกส.) จากสถาบันพัฒนาการดำเนินการต่อสัตว์เพื่องานทางวิทยาศาสตร์ (สพสว.) สำนักงานคณะกรรมการวิจัยแห่งชาติ (วช.) และได้รับการรับรองเมื่อวันที่ 1 มกราคม 2562
หลังได้รับการรับรองมาตรฐานการเลี้ยงและการใช้สัตว์ทดลองทั้งในระดับประเทศและระดับสากล ศนส. อยู่ระหว่างดำเนินการขอรับรองมาตรฐานการทดสอบ ISO/IEC 17025 ในเซลล์เพาะเลี้ยง และขอขึ้นทะเบียนเป็นหน่วยงานให้บริการทดสอบความปลอดภัยผลิตภัณฑ์สุขภาพตามหลักการ OECD GLP ในด้านการศึกษาพิษวิทยา (Toxicity studies) ทั้งนี้ วว. ตระหนักถึงความสำคัญของมาตรฐานห้องปฏิบัติการ เพื่อให้ได้ข้อมูลที่ถูกต้องและมีความน่าเชื่อถือของผลการทดสอบ เป็นการเพิ่มขีดความสามารถในการแข่งขันของภาคอุตสาหกรรมและลดค่าใช้จ่ายในการส่งผลิตภัณฑ์ไปทดสอบยังต่างประเทศ เสริมสร้างขีดความสามารถผู้ประกอบการ แข่งขันได้ทั้งในตลาดในประเทศและต่างประเทศ
