The construction sector had an average annual growth rate of 15.4 percent during the 1960-63 period of the First Plan, and between 1963 and 1965 the average annual growth rate was 8.2 percent. In 1965 the construction sector contributed 4.8 percent to the gross domestic product; in the Second Five-Year National Economic and Social Development Plan (1966-1971) this contribution is targeted at 6 percent in 1971 with an average annual growth rate of 12 percent.
