Inland waterways dominated freight movement in the central plain, coastal shipping was strong in the south and east, but RSR figured prominently in traffic originating or terminating in the north, north-east, east, and south. Trucking did not pose a strong threat because outside the central plain the largely unpaved highway system did not provide reliable all-water interprovincial connections. In the decade following 1958, heavy investment in the highway system has increased the length of the network, improved the quality of the roads, and strengthened the competitive ability of the trucking industry at the expense of other modes. It has been estimated that interprovincial road freight has increased fivefold between 1955 and 1964 while RSR's freight traffic has only doubled.สาระสังเขป: There is a pressing need for a plan co-ordinating individual transport media and allocating traffic among differine modes of transport as a basia for investment decision making. A succession of advisors to Thailand have all proposed a similar solution to the problem of co-ordination: the allocation of traffic between competing modes based on prices which reflect the cost of providing particular transport services. The implementation of such a proposal is difficult because of the absence of robust statistics on operating costs. Developed countries have not solved the problem of allocating traffic between competing media, and it is even more unlikely that Thailand can benefit from licensing, agreed freight rates, or user taxes. Improvements could be made on well trafficked routes by the introduction of multimodal equipment-sea roaders and rail roaders. Such development would necessitate the introduction of competitive freight forwarding that provides door-to-door services on a single freight note. As transport space per se would be emphasized at the expense of the conflicting needs of individual media, a complete reorganization of transport in Thailand would be necessary. S.K
