Furthermore, TISTR'S personnel who worked in the Project could gain more management/while skill in the operation of cooperating in the project, achieving self-developing status from general-operating staff to the leader and manager of other projects in the future. Authorsสาระสังเขป: Two activities under the Project "Technology Transfer of Interlocking Soil-cement Block during the Fiscal Year 1999" have successfully accomplished. In so doing, there have been a lot of impacts which are beneficial to the efficient and sustainable transfer of technology developed during the course of operation of the Project. At the same time, such impacts have created most possible conceptual ideas for the project which TISTR should further implement during the next fiscal year in order to maintain continuity. However, the limited budget received should be spent on the area-approach type of technology transfer. The scrutiny on the problems and the needs of the area and community surrounding the targeted areas should also be another activity to which budget and personnel should be allocated in order to promote an operation in advance so that conclusion can be drawn with respect to efficient and sustainable conduct of the technology transfer project.สาระสังเขป: โครงการ "การถ่ายทอดเทคโนโลยีบล็อกประสาน วท. ในปีงบประมาณ 2542" นี้ ไม่เพียงแต่จะปรากฏผลงาน และมีการขยายผลในช่วงเวลาเดียวกันเท่านั้น, หากแต่ได้เปิดโอกาสให้แก่ชุมชนบริเวณรองโครงการฯ สามารถนำไปปฏิบัติได้. นอกจากนั้นบุคลากรของ วท. ในโครงการฯ ก็ได้เพิ่มทักษะในการปฏิบัติงานนี้ จนสามารถพัฒนาตนเองจากผู้ปฏิบัติงานทั่วไป ไปสู่การเป็นหัวหน้าโครงการ และผู้จัดการของโครงการอื่น ไ ได้อีกในอนาคต.สาระสังเขป: โครงการ "การถ่ายทอดเทคโนโลยีบล็อกประสาน วท. ในปีงบประมาณ 2542" นี้ ได้ดำเนินกิจกรรม 2 เรื่อง บรรลุตามวัตถุประสงค์ ซึ่งกิจกรรมในโครงการดังกล่าวมีผลกระทบในด้านที่เป็นประโยชน์เป็นอย่างมากต่อการถ่ายทอดเทคโนโลยีได้อย่างมีประสิทธิภาพและต่อเนื่อง, อีกทั้งยังเป็นแนวคิดที่มีความเป็นไปได้อย่างยิ่ง, จึงเป็นการสมควรที่ วท. ควรจะดำเนินการโครงการในลักษณะเช่นนี้ในปีต่อไปเพื่อให้เกิดความต่อเนื่อง. อย่างไรก็ตามจากความจำกัดในงบประมาณที่ได้รับ วท. ควรจะให้มุ่งเน้นการถ่ายทอดในลักษณะเชิงขอบเขตพื้นที่เป้าหมาย (area approach), ส่วนเรื่องการตรวจสอบปัญหาและความต้องการของพื้นที่ และชุมชนโดยรอบพื้นที่เป้าหมายนั้น ๆ ก็เป็นกิจกรรมที่สมควรได้รับการจัดสรรงบประมาณ และบุคลากรเพื่อให้สามารถปฏิบัติงานล่วงหน้าไปก่อน, ทั้งนี้เพื่อให้สามารถหาข้อสรุปในการดำเนินโครงการถ่ายทอดเทคโนโลยีให้มีประสิทธิภาพและยั่งยืน.
